Inspector Kevin A. Carr is the second in command of the Office of the Sheriff and acts as the Sheriff in his absence. He was appointed to the Milwaukee County Sheriff's office on April 7, 1980.
During his career, Inspector Carr has worked in the Criminal Investigations Division, Detention Services Bureau, Patrol/ Institutions Division and Internal Affairs Division.
Inspector Carr has a Bachelor's degree in Criminal Justice Management, an Associates degree in Criminal Justice and has received certification by the University of Wisconsin-Milwaukee as a Human Resources Manager. Additionally, Inspector Carr is a graduate of the FBI National Academy and the Northwestern University School of Police Staff and Command.

Inspector Schmidt was appointed to the Milwaukee County Sheriff's Office on June 6, 1986. He was promoted to Sergeant in 1996, Captain in January of 2002, Deputy Inspector in January of 2003 and Inspector, by Sheriff David A. Clarke Jr., in February 2006.
Inspector Schmidt has led the Police Services Bureau, and is currently leading the Detention Services Bureau. This includes oversight of the medical, clerical, correctional officers, and sworn staff assigned to the Milwaukee County Jail, also known as the County Correctional Facility Central. On January 1, 2009, the House of Correction in Franklin, also known as the County Correctional Facility South, the electronic inmate monitoring, and the Huber community access program all came under the authority of the Sheriff. The associated facilities and programs were then placed in the Detention Bureau. In addition, the Detention Bureau was expanded to include the Courts Services Division, which provides bailiffs for the Milwaukee County Court House, the Criminal Justice Facility, the Safety Building and the courts located at the Children’s Detention Center in Wauwatosa.
Inspector Schmidt has a Bachelor of Science Degree, a Masters Degree in Administration, and is currently completing course work in pursuit of a doctorate. He is a graduate of the F.B.I. National Academy and has attended Harvard University’s Kennedy School of Government for the classes Driving Government Performance and Senior Executives in State & Local Governments. Inspector Schmidt has participated in the American Correctional Association, the American Jail Association, the F.B.I. National Academy, the National Institute of Corrections – Large Jail Network Trainings, and the Wisconsin Jail Association. He has been involved through the Sheriff’s Office with volunteer efforts with the Special Olympics, Shop with a Cop, the Johnetta Borum Christmas party for underprivileged children, the National Education Association’s Read Across America, and the Salvation Army.

Deputy Inspector Bailey was appointed to the Milwaukee County Sheriff's Office in March of 1992. He was promoted to the rank of Detective in May of 1996, and to the rank of Sergeant in March of 1999. In February of 2005, Sheriff David A. Clarke Jr., promoted him to the rank of Captain, and in March of 2007 appointed him to the position of Deputy Inspector.
Currently, Deputy Inspector Bailey is assigned as the Adjutant to Sheriff Clarke. He has served a variety of assignments within the agency, including core responsibilities as a K-9 officer in the Detention Bureau, a Detective in the Criminal Investigations Division and as the Supervisor of the Drug Enforcement Unit. In addition to his duties as Sheriff Clarke's Adjutant, Deputy Inspector Bailey monitors the legislative processes occurring in the Wisconsin State Legislature and the US Congress, and represents the Sheriff's Office as its legislative liaison to those bodies. In addition, Deputy Inspector Bailey is privileged to lead the HonorGuard of the Sheriff's Office, the agency's renowned drill and ceremony unit.
In 1989, Deputy Inspector Bailey earned a Bachelor of Arts degree in Criminal Justice from Michigan State University. He is a graduate of the Northwestern University School of Police Staff and Command, the Wisconsin Department of Justice's Death Investigation School, and the Drug Enforcement Administration's Basic Narcotics and Dangerous Drugs Course. He is a graduate of the 223rd Session of the FBI National Academy. Prior to crossing to civilian law enforcement, Deputy Inspector Bailey was honored to serve in the Military Police Corps of the United States Army.

Deputy Inspector Welch was appointed to the Milwaukee County Sheriff's Office on July 16, 1984. She was promoted to Detective in May 1990, Sergeant in May 1994, Lieutenant in August 1995, Captain in November 1997, and to Deputy Inspector by David A. Clarke Jr., in January 2003.
Deputy Inspector Welch has worked in a variety of assignments such as Internal Affairs. Detention Bureau (Jail Records, Housing and Operations), Communications, Public Information Officer, Central Records & Process, the Training Division, The Patrol Division, Criminal Investigation Division, and in the District Attorney's Office Organized Crime White Collar Crime Unit.
Deputy Inspector Welch lead the Police Services Bureau. This Bureau included the Patrol Division (including freeway patrol operations in Milwaukee County, the only county in the State of Wisconsin to provide this service through their Sheriff's Office), the Airport Division at General Mitchell International Airport, and the Criminal Investigation Division. This Division, often referred to as the "Detective Bureau" of the Sheriff's Office, provides investigative services to all 19 of Milwaukee County's municipalities, as requested by their chiefs. The Criminal Investigations Division includes the Civil Process Unit, responsible for the service of all civil process, Extraditions and Evictions services throughout the region. In addition, the Police Service Bureau included the Sheriff's Office Targeted Enforcement Unit ,a tactically-trained cadre of uniformed personnel that can fluidly and quickly focus their patrol efforts as directed by the Sheriff, in addition to providing patrolling services in support of the county's parks and transit systems.
Deputy Inspector Welch was re-assigned in January 2009 to lead the Detention Services Bureau, County Correctional - Central Division. This Division includes Inmate Programs, the health Services Unit, Records/Identification, Warrants, the Special Projects Unit, the Community Justice Resource Center, Huber Monitoring and the Electronic Monitoring Unit.
Deputy Inspector Welch graduated from the University of Delaware with a Bachelor of Science Degree in Criminal Justice and has received certification from The Wharton School of Business, America Management Association and Northwestern University Traffic Institute – School Police of Staff and Command.
Deputy Inspector Welch has been an Equal Opportunity and Affirmative Action practitioner and instructor for over 25 years. She presently serves on the Executive Board of the Wisconsin Association of Equal Opportunity. Deputy Inspector Welch is listed in the 2000 and 2008 International Who's Who of Public Service.

Deputy Inspector Weberg was appointed to the Milwaukee County Sheriff's Office in November of 1992. He was promoted to the rank of Detective in August of 2001 and assigned to the Criminal Investigations Division. As a Detective, he was assigned to the Sheriff's General Investigations Unit, Warrant Squad and Gun Reduction Interdiction Program. He also was assigned to the US Marshal's Fugitive Task Force held federal deputization with them from 2002 - 2006. In February of 2005, Sheriff David A. Clarke Jr., promoted him to the rank of Sergeant where he was the Officer-in-Charge of the Gun Reduction Interdiction Program until the creation of the Targeted Enforcement Unit in June of 2006. He continued to supervise the Targeted Enforcement Unit as a Sergeant until being promoted to the rank of Captain in December of 2007. Upon being promoted to the rank of Captain, he was the assigned as the Patrol Division Commander being responsible for the Expressway, Parks & Transit Security, Institution Grounds and Special Events. In January of 2009, Sheriff David A. Clarke Jr., promoted him to the rank of Deputy Inspector.
Currently, Deputy Inspector Weberg is the commanding officer over the Police Services Bureau, which is comprised of the Airport Division, Criminal Investigations Division and Patrol Division. Deputy Inspector Weberg has been a member of the Sheriff's SWAT Team since 1995 and in December of 2006 became the 6th SWAT Commander since the units inception in 1967.
Deputy Inspector Weberg has attended numerous law enforcement training programs and schools and has completed course work at Harvard University's John F. Kennedy School of Government. He has a graduate of Marquette University's Future Milwaukee Leadership Program (Class of 2007). He also currently serves on the Executive Board for the Association of SWAT Personnel - Wisconsin.
Deputy Inspector Weberg has many awards of recognition, of which he is most proud of receiving the Sheriff's David Demos Award (2003), the Award for Outstanding Efforts in Investigating Firearm Offenses from the US Attorney General's Office (then US Attorney General John Ashcroft - June 2004), and the Paul W. Roemer Award (highest award from the Association of SWAT Personnel - Wisconsin).

Captain Aisha Barkow was appointed to the Milwaukee County Sheriff's Office in January of 1997. She was promoted to the rank of Sergeant in August, 2006. In January of 2009, Sheriff David A. Clarke Jr., promoted her to the rank of Captain.
Currently, Captain Barkow is assigned to the Administration Bureau. Here, she serves as a Public Information Officer for the Sheriff's Office. In addition, Captain Barkow serves as the liaison for the Community Justice Council, a committee comprised of county and community leaders working towards restoring the criminal justice system in Milwaukee County. She has served a variety of assignments within the agency, including five years as an Information Technology Specialist, classification officer, and officer within the Courts Division.
In 2000, Captain Barkow earned a Bachelor of Science degree in Criminal Justice from the University of Wisconsin-Milwaukee. Captain Barkow continued her education and in December 2004 earned a Master's Degree in Educational Psychology from the UW-Milwaukee. She also holds certificates in trauma counseling, and completed the International Association of Chiefs of Police (IACP) "Leadership in Police Organizations" course.

Captain Brian Barkow was appointed to the Milwaukee County Sheriff's Office in September of 1997. He was promoted to the rank of Sergeant in August of 2006. In March of 2009, Sheriff David A. Clarke Jr., promoted him to the rank of Captain.
Currently, Captain Barkow is assigned to the Criminal Investigations Division. In this capacity, he oversees the operations of the General Investigations Unit, Special Investigations Unit, Background Investigations Unit, Drug Enforcement Unit, and all agency Task Force assignments. Most recently, Captain Barkow created the Data Analysis Unit, a highly innovative section that utilizes the nationally recognized COMPSTAT model in analyzing crime data and trends and tracking resource and performance accountability in all Sheriff’s Office operations.
In 2004, Captain Barkow earned a Bachelor of Science degree in Computer Engineering from the University of Wisconsin-Milwaukee. Captain Barkow is a 2008 graduate from the Future Milwaukee Leadership Training program at Marquette University.

Captain Delgadillo was appointed to the Milwaukee County Sheriff's Office in February of 1978. He was promoted to Detective in March of 1980. In June of 1991 he was promoted to Sergeant, and in May of 2002 was promoted to Captain by Sheriff David A. Clarke Jr.
Currently Captain Delgadillo is assigned to the Police Services Bureau - HIDTA . Captain Delgadillo has served in a variety of assignments throughout the Department including Process, Patrol, Parks, Transit, Courts, Detention Bureau, Airport, Criminal Investigation Division, Drug Enforcement Unit, and was Assistant Director of the Metropolitan Drug Enforcement Group.

Captain Jerianne Feiten was appointed to the Milwaukee County Sheriff's Office on March 28th, 1985. In addition to the Detention Services Bureau, Captain Feiten has worked in the Patrol Division, Court Services Division, Training Division and the Internal Affairs Division.
Presently Captain Feiten directs the Special Operations Bureau. This Bureau includes the Central Records & Process Division comprised of Support Administration, Central Records, Courthouse Complex Building Security and Civil Process Service, Communications Division which includes Sheriff's Communications Center, central dispatch, and 9-1-1 answering point functions, Courts Division which provides services to 57 courts within the First Judicial District of Milwaukee County, WisDOT Liaison Unit which works in cooperation with Wisconsin Department of Transportation, Information and Technology Division and the Training Division.

Captain Elliott is also a member the EOD K-9 Unit, along with her K-9 Cash.
Captain Elliott holds a Bachelor's Degree in Criminal Justice from the University of Wisconsin-Milwaukee and she is a graduate of the Northwestern University School of Police Staff and Command. She was also a member of the United States Army Reserve (1986-1995) and is currently an EVOC Instructor at the Milwaukee Area Technical College.

Captain Richard Gellendin was appointed as a Deputy Sheriff to the Milwaukee County Sheriff's Office on January 28th, 1985. Captain Gellendin had approximately 10 years of prior law enforcement experience as a “Cooperative Patrolman” for the Brown Deer Police Department trained as both a police officer and fire fighter. In addition to his law enforcement background Captain Gellendin brought with him a considerable amount of military experience having served on active duty with the US Army during the Vietnam Conflict and then went on serve a total of 25 years with the US Army Reserve and retired with the rank of Master Sergeant.
Captain Gellendin has worked a variety of assignments within the agency including Patrol, Courts, Detention, Criminal Investigations, and was a member of the Jail Transition Training Team during the late construction of the Criminal Justice Facility and its opening. Sheriff David A. Clarke Jr. promoted him to the rank of Captain on December 17, 2007.
Presently Captain Gellendin heads the Courts Division, a part of the Detention Services Bureau. This Division provides services to 57 courts within the First Judicial District of Milwaukee County and includes the Juvenile Justice Center. Also a part of the Courts Division is the Traffic Desk and Central Records, Support Administration and the Liaison Unit with the District Attorneys Office.
Captain Gellendin has earned two Associate Degrees in Police Science and Photography and is a graduate of the Northwestern University School of Police Staff and Command.

Captain Jaskulski was appointed to the Milwaukee County Sheriff’s Office in March of 1988. He was promoted to Sergeant in February of 1997 and in January of 2003 he was promoted to Captain by Sheriff David A. Clarke Jr. where he began leading the Airport Security Division. In 2004 he was the reassigned to lead the Patrol Division and is currently assigned as the Operations Captain in the County Correctional Facility-Central.
Captain Jaskulski holds a bachelor’s degree in criminal justice from the University of Wisconsin-Milwaukee and is a graduate of the Northwestern University School of Police Staff and Command. In 2005 he graduated from the Future Milwaukee Leadership Program.
Captain Jaskulski is an instructor trainer for the State of Wisconsin Department of Justice in the areas of defensive tactics and principles of subject control. He also holds instructor certifications in the areas of Firearms, Ethics and Tactical communications Skills. Captain Jaskulski is a member of the Wisconsin Department of Justice Jailor Training and Principles of Subject Control advisory committees.

Captain Jonas was appointed to the Milwaukee County Sheriff's Office in August of 1992. She was promoted to the rank of Sergeant in March of 1999. In April of 2004, Sheriff David A. Clarke Jr. promoted her to the rank of Captain.
Currently Captain Jonas is assigned to the Police Services Bureau's Airport Division. She has served in variety of assignments including as a state certified instructor for police and jailor disciplines, a staff instructor in the training academy, a bailiff in court services, and as sergeant in the Airport Division and Detention Bureau. She has also served as a captain in the Detention Bureau and more recently as the commanding captain in the Courts Division.
Captain Jonas has a degree in Community Leadership from Alverno College. She has received training in Leadership and Mastering Performance Management and the Department of Corrections Disruptive Groups. She is also a graduate of the Northwestern University Center for Public Safety.

Captain McCabe was appointed to the Milwaukee County Sheriff's Office on April 28, 1986. She was promoted to the rank of Detective in February 1997 and to the rank of Sergeant in January 1998. Sheriff Clarke promoted her to the rank of Lieutenant in February 2005 and the rank of Captain in July 2006. Prior to her appointment with the MCSO, Captain McCabe was a Police Officer with the Wisconsin Capitol Police for five years.
Captain McCabe has had the unique experience during her 23-year career of being assigned as a Deputy, or supervising Deputies, as a Command Staff member, within every one of the major bureaus within the MCSO. The majority of those assignments have been within the Patrol Bureau and Criminal Investigations Division.
Captain McCabe has also worked as a LESB Instructor at the Milwaukee County Sheriff's Training Academy and with Milwaukee Technical Colleges' Police Science Program.
Captain McCabe is currently assigned Internal Affairs.
Captain McCabe has attended the University of Wisconsin –Milwaukee and the Milwaukee Area Technical College. She is also a graduate of the Northwestern University School of Police Staff and Command.

Captain Thomas Meverden was hired as a Deputy Sheriff July 15, 1996. His initial assignment was in the Detention Services Bureau. He was privileged to have worked on numerous projects there, such as Y2K preparedness, inmate overflow and records and release processes. After his time in the Detention Services Bureau, he received an assignment to the Airport Division, conducting law enforcement duties there.
In April of 2001, he was promoted to the rank of Sergeant. After a brief second stop in the Detention Services Bureau, he was reassigned to the Patrol Division. On December 14, 2007 Sheriff David A. Clarke Jr., promoted him to Lieutenant of the Patrol Division to work closely with that Division's Commander. In January, 2009, Sheriff Clarke promoted him to Captain, allowing him to function as the Patrol Division's Commanding Officer.
As Captain of the Patrol Division, Captain Meverden is responsible for Expressway Patrol, County Institution Patrol Operations, as well as the Sheriff's Targeted Enforcement Unit (TEU), focusing on transit security and parks policing.
Captain Meverden is a proud member of the Sheriff's Special Weapons and Tactics (SWAT) team, where he serves as an Assistant Team Leader. In his Captain Meverden he has been involved in the operational planning and execution of several tactical responses, enforcement efforts, and special events such as the USS Freedom Commissioning and Harley Davidson Anniversary celebrations. His proudest moment with the agency came on December 6, 2006 as an Incident Supervisor during an explosion at the Falk Plant, as officers under his direct control bravely assisted in the saving of numerous lives at the scene.

Captain McKenzie was appointed to the Milwaukee County Sheriff's Office in February 1994, and promoted to Detective in January 1999. Sheriff Clarke promoted her to Sergeant in July 2005 , to Lieutenant in December 2007, and in August 2008 appointed her as a Captain in the Detention Services Bureau.
Captain McKenzie currently serves as the supervisor of the Electronic Monitoring and Apprehension Unit. Her previous assignments include in the Detention Bureau, Drug Enforcement Unit and the Courts Division.

Captain Nyklewicz is currently assigned to the Detention Bureau where he performs the duties of Commander. Captain Nyklewicz has also served as the Director of the Community Justice Resource Center, which is an alternative to incarceration for non-violent offenders in need of alcohol / drug intervention treatment and programming provides educational opportunities and vocational development and placement. He has also served as the Supervisor of the Jail Classification Unit and worked in the TABS and D.A.R.E. program.
Captain Nyklewicz attended Marquette University and the University of Wisconsin – Milwaukee. He is a graduate of the Northwestern University School of Police Staff and Command.

Captain Paradise is currently assigned to the Administration Bureau, Communications Division. He has also worked assignments within the Police Services Bureau and Detention Bureau.
Captain Paradise has attended the University of Wisconsin – Milwaukee where he majored in Criminal Justice. Captain Paradise is also a graduate of Northwestern University's School of Police Staff and Command and the Federal Bureau of Investigation's Hazardous Devices School.

Captain M. Rewolinski was appointed to the Milwaukee County Sheriff’s Office in May of 1993. He was promoted to the rank of Corporal in June of 1996 and Sergeant in June of 2000. On March 8, 2007, he was promoted to Captain by Sheriff David A. Clarke Jr.
Captain Rewolinski is currently assigned to the Internal Affairs Division, an assignment he has served in since September 2005. He most recently performed the duties of Acting Commanding Officer in the Special Operations Bureau – Courts Division. He has also served as a supervisor at the Airport and Detention Bureau. Rewolinski has been assigned to the Patrol Division as a Deputy Sheriff as well in the Criminal Investigation Division as a Detective in the Financial Crimes Unit.
Captain Rewolinski attended Marquette University, he has received training in the investigation of Deadly Force, Disruptive Threat Groups and Law Enforcement Criminal Intelligence.

Currently, Captain E. Richards is assigned to the Internal Affairs Division. She most recently performed the duties of the Adjutant to the Sheriff. She has worked a variety of assignments within the agency including Patrol, Courts, Detention, Criminal Investigations, and was a member of the Jail Transition Team during the construction of the Criminal Justice Facility. Captain Richards was also an instructor with the Training Academy and supervised the agency Honor Guard.

Captain Erick Sitte was appointed to the Milwaukee County Sheriff's Office on June 16, 1986. He was promoted to Sergeant in August, 1992, Lieutenant in September, 1995, and Captain in November, 1997. In addition to the Detention Bureau, Captain Sitte has served in the following areas within the Sheriff's Office: Patrol/Traffic, Patrol/Institutions, Process, Parks and Transit Unit, and as a firearms instructor at the Training Academy.
Captain Sitte earned an Associate Degree from Concordia Junior College and a Bachelor of Science Degree in Criminal Justice from the University of Wiscosin-Milwuakee. He is a graduate of the Northwestern University Traffic Institute School of Police Staff and Command and received a letter of commendation for "outstanding academic achievement."
Captain Sitte has received the following Professional Awards: Milwaukee County Sheriff's Office High Academic Achievement Award—Recruit Class XXXII; the American Police Hall of Fame Legion of Honor Award "in recognition of the grievous injuries sustained in the performance of duties as a law enforcement officer"; and the Exchange Club of Milwaukee Award of Merit "for contributing to make Milwaukee a safer community."

Lieutenant William A. Brown was appointed to the Milwaukee County Sheriff’s Office on June 24, 1991. Sheriff David A. Clarke Jr. promoted him to the rank of Sergeant on August 28, 2006, leading to the appointment of Lieutenant on August 4, 2009.
Lieutenant Brown serves the Milwaukee County Sheriff’s Office as the field expert and supervisor of the agency’s 2007 initiative created to reduce impaired driving, the State of Wisconsin’s first dedicated Operating While Impaired (OWI) Task Force. Subsequent to the field successes of this sovereign initiative, in 1009 the Sheriff charged Lieutenant Brown with creating and leading the State’s first Multi-Jurisdictional High Visibility OWI Task Force. This task force, made up of multiple law enforcement agencies from two counties, is the first of its kind in the nation.
Lieutenant Brown also serves on the MCSO Honor Guard, supervises the Patrol Division’s Motorcycle Unit, and is an instructor for Emergency Vehicle Operations Control and Defense and Arrest Tactics at the Milwaukee Area Technical College. He conducts workshops to other law enforcement personnel and stakeholders on Freeway Patrolling, Saturation Patrols, High Visibility Enforcement, and OWI Enforcement. He has completed extensive education and training including the Future Milwaukee Leadership Course.
Lieutenant Brown has been assigned to the Patrol Bureau since 2000. He served on the Governor’s Subcommittee to Reduce Impaired Driving, has testified before Assembly and Senate committee’s regarding stiffer impaired driving legislation, participated in numerous community events raising awareness of the dangers associated with impaired driving, and is the recipient of several national and state awards from Mothers Against Drunk Driving.

Lieutenant Daniel Hughes was appointed to the Milwaukee County Sheriff’s Office as a Deputy Sheriff on November 18, 1996. Sheriff David A. Clarke Jr. promoted him to the rank of Sergeant in July of 2006, and then Lieutenant in February 2009.
Lieutenant Hughes currently holds an Associated Degree from Milwaukee Area Technical College in Police Science, and is a 2009 graduate of Marquette University's Future Milwaukee Leadership Program.
Lieutenant Hughes has worked in several different assignments as a Deputy Sheriff to include the CCF-C (formally the Milwaukee County Criminal Justice Facility), the Patrol Division as a Deputy assigned to expressway patrol operations, as a Detective in the Criminal Investigation Division (CID) assigned to the Warrant Squad, the Gun Reduction Interdiction Program (GRIP unit), and the Targeted Enforcement Unit (TEU).
Lieutenant Hughes was appointed to the MCSO Swat team in January 2001 as a Swat Technician. He then moved up in the ranks holding a position of Sniper, Assistant Team Leader and now Team Leader.
Lieutenant Hughes is currently second in command of the Patrol Division, under the direction of the Patrol Division Captain.

Currently, Lieutenant Donald A. Kernan is assigned to the Criminal Investigations Division, where he leads the Process Unit. Lieutenant Kernan was promoted to Sergeant in 2001. Sheriff David A.Clarke Jr. promoted him to Lieutenant in July 2006. During Lt. Kernan’s career he has served in variety of assignments, most notably in the Detention Services Bureau, Patrol/Institutions Division, Airport Division, Courts Division and Civil Process Unit.
Lieutenant Kernan has earned a Bachelors’ Degree from Concordia College, majoring in Criminal Justice and Business Management. Additionally, Lieutenant Kernan is a graduate of The Northwestern University School of Police Staff and Command. He has received training from the National Terrorism Preparedness Institute for Planning Considerations for Weapons of Mass Destruction Incidents, in Weapons of Mass Destruction Homeland Security Initiative Jail Evacuation Planning and Implementation, in Courthouse Security, and in Incident Command.
Prior to his appointment with MCSO, Lieutenant served in the Army National Guard from 1983 to 1991. He also served in the U.S. Army in Operations Desert Storm/Desert Shield as a Military Police soldier.

Lieutenant Nelson began serving the citizens of Milwaukee County in 1994, at what is now the Community Correctional Facility - South Division. Upon graduating from the Sheriff's Office Training Academy in 1995, Deputy Sheriff Nelson was assigned to the Community Correctional Facility - Central Division. In that capacity he served as a team member / team leader of the Correctional Emergency Response Team (CERT), and as a Transportation deputy. In 1996, Deputy Nelson was given an opportunity to work in a plainclothes capacity on vice assignments, under the control of the Criminal Investigations Division (CID). In January 2000, he was assigned to the Patrol Division of the Police Services Bureau, where his responsibilities included both general patrolling duties as well as service in the Sheriff's elite Motorcycle Patrol Unit, where he continues to serve today. In 2001, Deputy Nelson worked in both patrolling and investigations within the MCSO's Park Patrol Unit, policing the 144 Milwaukee County Parks and Lakefront area. In January 2002, he was promoted to the rank of Sergeant, and assigned to the Community Correctional Facility - Central Division. Sergeant Nelson's primary duties included both general inmate safety and security issues, as well as a supervisory role as the Assistant Commander of the CERT team. In April 2003, Sgt. Nelson returned to the Patrol Division, and assumed command of the Motorcycle Patrol Unit. During this time some of the highlights of his service included operational planning and deployment in support of the Harley Davidson 100th celebration, participating in the planning and execution of numerous motorcades during a Presidential election cycle. In 2005, when Sheriff Clarke created the Targeted Enforcement Unit (TEU), Sgt. Nelson was given the responsibility of ensuring the safety and security of the Milwaukee County Park system and current transit system. In September 2008, Sgt. Nelson was assigned to the Airport Division of the Police Services Bureau, and in May 2009 he was returned to the TEU in a supervisory role. In August 2009 Sheriff Clarke promoted him to the rank of Lieutenant, where he has led both the TEU and, beginning in September 2009, the Courts Division of the Detention Services Bureau.

Lieutenant Sylvia Rodriguez was the first bilingual deputy appointed to the Milwaukee County Sheriff’s Office on November 13, 1992. As a bilingual officer, she had the opportunity to work in all divisions of the Sheriff’s Office and assist other law enforcement agencies in Milwaukee County with Spanish interpretations, criminal investigations, and community events. As a deputy, she was assigned to Detention Bureau’s Classification Unit, Patrol Division, Courts Division, and the Community Policing Unit.
In May 2003, Sheriff David A. Clarke Jr. created the Community Policing / Facilitator’s Unit to build positive relationships within our community. Lieutenant Rodriguez was the first officer assigned to this specialized unit, and assisted in its development. In February 2005, she was promoted to Sergeant.
In December 2008, Sheriff Clarke promoted her to the rank of Lieutenant to be the commander of the newly created Quality Assurance Unit. This unit is responsible for evaluating what we, as an agency, do well and how we can do it better. The unit incorporates in-depth analysis of our processes and determines what changes are needed to meet the needs of our customers.
Lieutenant Rodriguez graduated from IBA College of Cosmetology and completed numerous higher education courses at Milwaukee Area Technical College, and the University of Wisconsin- Milwaukee. She has also completed Supervision of Police Personnel at Northwestern University School of Police Staff and Command, and Leadership in Police Organizations sponsored by the International Association of Chiefs of Police.

Jon Priebe was first hired by the Milwaukee County Sheriff's Office on February 10, 1980 as an Accountant II. He was the first accountant ever employed by the Milwaukee County Sheriff's Office. During this time, Mr. Priebe developed most of the accounting systems that are the foundation for the accounting and budgeting systems in use today.
In June of 1986, Mr. Priebe left the Sheriff's Office to become the Public Safety Budget Analyst in the Department of Administration. As the Public Safety Budget Analyst, Mr. Priebe was responsible for reviewing the budgets of the Medical Examiner, the Sheriff's Office, the House of Correction and the District Attorney's Office and was responsible for preparing the County Executive's Recommended Budget for these departments.
In April 1991, Mr. Priebe accepted the position of Accounting Manager at the House of Correction. While at the House of Correction, Mr. Priebe implemented new accounting, budgeting and fiscal monitoring systems for the House of Correction. He also developed new staffing plans for the existing House of Correction facilities and for the 1,000 bed expansion of the House of Correction. In January 1997, Mr. Priebe returned to the Sheriff's Office and is now the Public Safety Fiscal Administrator. In this capacity, he provides accounting, budgeting and fiscal monitoring services for both the Sheriff's Office and the House of Correction.
Mr. Priebe has earned a Bachelor of Business Administration – Accounting degree from the University of Wisconsin-Milwaukee.

Emergency Management
Bureau Administrator
Carl Stenbol serves as the Emergency Management Bureau Administrator. Mr. Stenbol directs emergency management response and preparedness programs for natural disasters, hazardous materials incidents and homeland security. This includes emergency planning, training and exercising programs. He served as Assistant Director of Emergency Management from July 2001 to March 2003, and previously served as an Emergency Management Coordinator with the Bureau from October 1997 to July 2001. He was an Emergency Management Specialist with State of Wisconsin Emergency Management Division from March 1992 to October 1997.
In December 2001 he received Level III Emergency Manager Certification from the State of Wisconsin Emergency Management Division. He has received Emergency Management Institute training certifications for Terrorism Response Operations, Hazardous Materials Response Operations, Critical Incident Management, Incident Command System, Unified Command Operations, Evacuation Planning, Emergency Response Resource Management, and Disaster Response and Recovery Operations. He is a member of the Wisconsin Emergency Management Association Board of Directors.
